1 stock per character (3.6)

How do you play as a different character in each stock as shown in the trailer? Even if I play all star mode, the stocks just show as random

You have to select different characters one at a time. The first one you pick will be first, the second will be second and so on. If you have 4 stocks, pick for characters.
