I'm not too knowledged on Ness or Bayo so I can't speak in regards to the mu. You've spoken about Ness before and I don't see people call you out for misinformation so I trust what you say in regards to the mu. The first portion of my post was just a nitpick since you mentioned Bayo being top 3 and Ness just being mid and it seemed to be said as a reason for why Ness couldn't have a positive mu vs her.

And thanks! RD was my first FE game and still stands as my favourite. Recently beat Birthright which I wasn't too big a fan of and now playing Conquest which I am enjoying much more.
