I don't know who to ask, so I'm asking you: is average run speed "bad"? Trifroze said Bayonetta's ground speed is bad, but it's kind of not. Between Bay, Mario, and Ryu, she's in the middle. Same run, between Mario and Ryu in walk, but unknown for dash speed.

I'm going with a no since Melee Falco was average in overall ground speed. Only really fast in walk. Average overall in horizontal too, but fast in vertical.

I think it is relative.
Within top tiers, you need outstanding stats to be part of the elite, and "average" simply does not cut it.
Bayonetta's mobility on the ground is not outstanding so it is bad, it doesn't matter if others' mobility is worse.
Same with burst options, reward, kill potential or setups, frame data, etc. If it is not the top, or close to, it is not enough.
