Is the black USB cord from the adapter plugged into a working USB port on your computer?

Yeah. I checked by switching it out with the mouse, and the mouse works fine in that slot. The other working slots don't register as WUP-028, either.

You could try leaving the adapter plugged in and restarting your system, or failing that, going into Device Manager and doing a "Scan for Hardware changes".
