So, the way I see this MU is in Ness' favour, but possibly only by a bit. Both can gimp each other gravitational pull style using PSI Magnet, and both can somewhat circumnavigate each others' potent zoning tools (for instance, PSI Magnet against PK Freeze).

Lucas has a greater combo/stringing game but struggles to finish Ness off, who, whilst having more trouble in neutral against rope snake, still does good and reliable combo damage against Lucas and can actually kill. Because Lucas is letting Ness live longer, Ness has the opportunity to accumulate rage which gives him hilariously early kills against his PSI bro.

In terms of neutral game (where it mostly comes down to), Ness is a little safer on block than Lucas and punishes better, but it's not far apart because Lucas has a better keep-away game.

It's a REALLY fun match-up, and has the potential to be really volatile because of that off-stage game (though Lucas does have rope snake). Probably a +1 for Ness but this is just early impressions.

I don't think Ness can gimp Lucas that easily. Lucas' recovery distance is so great that Lucas can just fall lower before recovering. Between that and tethering, Lucas should never be getting gimped by Ness. Meanwhile Lucas gimps Ness pretty well because of how his magnet sticks out.

Lucas' initial dash is better than Ness', but otherwise they're the same mobilitywise, so Lucas is more mobile in neutral. Lucas also has the range advantage due to z-air. Between n-air and up-air I think Ness is way better at getting out of disadvantage onstage; Lucas has to rely on magnet stall. And Ness kills way earlier.

So I see it this way:

disadvantage:
offstage: Lucas wins
onstage: Ness wins

neutral:
Lucas wins or they tie

advantage:
Ness wins

I see it being even but maybe favoring Lucas just a little bit.

I forgot to mention tether here; but I've never found it actually changes the MU that much. Lucas is vulnerable whilst using tether (it's silly :'( ) and using PKT2, so even if Ness doesn't magnet gimp him the first time, he should just Nair and then go for the magnet.

Yep, and vice-versa, though it can be argued that Lucas practically won't be put in this position as often as Ness.
