First off make sure you are hydropivoting on the right frame, a good indicator is the exact spot you start your shellshift at, after you do the full turnaround, will be the exact spot squirtle is at on frame 17 of shellshift. The optimum hydropivot is 2 frames after this, meaning make sure you return at least to your starting position in shellshift before you input pivot.
