All alternate accounts are banned indefinitely (which his alt was). Main accounts receive the Ban Evasion penalty if they were already under a temporary ban. Unless you somehow consider both accounts to be alternates of each other, I'm not entirely sure how your definition is supposed to work.

I thought that both accounts are penalized on part of being the same person. Being able to make as many alternate accounts as you like with no punishment towards the primary account, assuming no ban is being avoided, just seemed too good to be true. I could have 10 alternate accounts and my only punishment is that those accounts would be banned, is what you're telling me, correct?

You would likely get penalized for something akin to major spam for making that many; also, any infractions you receive on an alternate that is later discovered will then be applied to your main account.
