    4 frames is correct, I've manually re-checked it and tested it ingame. Perhaps the change was reverted sometime but not reflected within the changelog. It happens.

    No idea, it's a strange little property. For all we know it may just be an arbitrarily chosen number that isn't supposed to have any actual effect as it's only 1 frame.

    tl;dr 0° never knocks down grounded opponents. 360° is slightly above horizontal. -360° is slightly below horizontal.

    I didn't like having them anymore for a couple reasons... The tables look significantly more appealing without them. Knockback is dependent on weight and percent, simplifying it down to 1-2 numbers wasn't really doing it justice. I doubt I'll be putting knockback values back up. However...

    I actually had it written backwards, IASA should be triggered on frame 30 if the previous move was down tilt, not 25.
