I'd say counterpick to both. Pirate ship can be lethal with the cannonballs and the catapult and sometimes your enemies can knock you into the line of fire, but for the most part, they're easy to avoid. As for Frigate, I think it's a perfect example of a counterpick.

It's pretty effective against Wolf as well as his recovery is rather substandard. I've seen it destroy Ike multiple times as well (along with Squirtle's water cannon since it has the same general effect).
