You are 100% correct. As I have mentioned already, AoCF currently has a PC Beta going on. The PC Beta did not have any changes made to it for a long, long time, and unabara's responses to bug reports have been kinda delayed aswell. It isn't too unrealistic that they have been focusing on 17.5...
