The platforms won't carry you off the screen like other stages, but someone could take advantage of it all the same. That being said, We would probably need to see footage of the Pokemon Stages to see how they operate, naemely Kalos Pokemon League and the Pokemon Stadiums.

Something I noticed from some footage on Lylat Cruise, Hazardless Lylat does not tilt ever. So now we can add "stages that move/tilt will no longer move/tilt" outside of select Platforms like Frigate Orpheon.

From the footage I've seen, Hazards off means the base stage is what you get. For example, in Skyworld, not only are the platforms unbreakable, but the one platform on the chain doesnt move an inch. In addition, the bonus platform that travels below never appears to my knowledge. In addition...

As we can see here, down tilt can now trip, leading to a free f smash into a fallen ganondorf. No telling if it's guaranteed or just a chance though.
