IIRC it's based on distance moved and the requirements continue to increase after you unlock a certain amount of characters so if you're unlocking through playing very short matches or just SD'ing then that's why you've hit a wall.

Break the targets, board the platforms, stage builder and boss run. Really would make it the "ultimate" set of solo modes in the games and more section.

It was in the group section during the 3DS era of Smash 4 where it encouraged people to get into groups and "train" together, while also going up against other clans in exhibition matches and eventually tournaments. It would be nice if something like that was brought back!
