I wouldn't say hero's bow is near useless. it autocancels in a short hop, can be used to frame trap landing opponents, covers ledge options, and is one more projectile you can have out in the air. also it's his only jab locking move [other than dair below 8%]. it's definitely his worst...

I wouldn't say toon link has a hard time killing. His projectiles [specifically his bomb] combo into f-air which kills at 100%, and he has a few z-air to jab reset combos that get him guaranteed kills as low as 70% on some characters for just landing his z-air.
