Can you make a biased argument that jigglypuff shouldn't be at the bottom of the tier list?
Even though her speed is actually trash, her moveset kinda makes up for it. Her rest is obviously her best move (and makes a great highlight reel) and her air combos are very good for gimping and edge-guarding people. Easiest character to play
If you're a beginner to mid-level player, then Ike is probably who you're looking for. If you can master his short hop > f-air or n-air you can get some pretty easy air combos.
