I'm no expert but i think it's because as of right now, we don't know how much Shulk has improved since Smash 4. Yes, Art Wheel and improved areials are blessing but he's such a technical character. He won't get far unless you really know how to use him. He's defeinitely high tier though...

It's worth noting that Smash 4 DLC had been decided before then whereas Ultimate DLC was finalized the week after the Direct. So i don't think Mii Costumes mean anything this time around.

That Gameinformer interview with Sakurai talked about Spirits and it basically boiled down to "yeah, Spirits are for funsies". In other words, they don't deconfirm anyone like most people thought which means XC2 characters have a chance.

Yeah but they are still the same characters. Even with different names, it's the same characters. Also, it's pretty obvious that Spirits are meant to replace Trophies. If Mewtwo and Lucas can be both regular trophies and be added as DLC, then why can't the same be done for Spirits?

Ehh, i still don't know about that. Not every playable character is a Spirit but there are playable characters as Spirits (in particular, Wii Fit, K.Rool, Mario and Sonic).
