Originally I thought only Ness could do this, but it turns out other characters can do it as well.
Certain characters have certain B moves that can create a short, mid-air gliding effect when you run off of a platform or stage at just the right time. The better your timing, the longer the distance. The timing is very hard to describe even though it's simple, so it is something that is best learned through practice. Examples of this are Ness's up/down/neutral Bs, Sheik's up B, Zelda's up/neutral B, Toon Link's side/down B, and more. I recommend that you practice this with characters you main to see who can and can't use this. Reliable applications are still hard to find for me with this.
I hope that as more people know about this that maybe more practical uses may be developed, and maybe it could expand on certain characters' metas even.
