Personally, I prefer the air! (A WiP guide to SSB4 v1.0.4 Falco)

I like this guide because it really helps, but phantasm does have killing potential if it's off stage because you can spike people with phantasm if they're on the ledge and also if they're in midair as long as you hold down as you do the off stage phantasm. Also, quite a few attacks you said had no kill potential actually do have decent kill potential hence I've killed with dash attack at about 250% or something. I hope you fix this and until you do, I'm giving you a 4/5
