It's not a resource issue (Roy and Mewtwo are new models made by Brawl hackers), it's a copyright issue, but yeah Mega Mewtwo Y looks nowhere as good as Mewtwo Mewtwo

does nobody note how mewtwo's tail just. consists of his entire crotch
when you think about it, that whole thing could basically be his genitalia

Using that as a starting point seems like a decent idea. Maybe not nearly as massive or not too strong. Maybe even making it so it kills well at high percentages but doesn't do much normal damage, can still be dodged if timed right, but it does strong damage against shields and shatters them easily.

...Wait, this isn't sounding too different from Tabuu's instant kill move. ****. >_>'

Like I said, as a base. There are plenty of other things that could be done with it. ¦D;
