I remember spectator mode in Brawl let you do that, but it didn't let you choose what game to watch

I don't think spectator mode lets you choose a game unfortunately. Watching some tournaments of the Japanese version, if neither of the participants wanted to use the streaming 3DS there was always a 3rd person using it who had to SD so the match could be streamed. It's possible that no one found the option to do it due to the Japanese text, but it seems unlikely.
