Not exactly, but that's part of it.

We just don't have strong ties to our regions, so there's no reason why we have to go through all of the effort to do regional crews when we can relax about this more and do draft crews to get the same effect.

Between the time/resource consuming problems crews takes, OOS isn't gonna give a darn who wins crews. It really is something we should reserve for NC-only tournaments(regional anyway).

Who says we're trying to put on a show for oos people? Attendance is the most limiting factor here, and finally at HERB we will have a good turnout... to me, it seems like the time to do it.
