Diddy Kong can only rocket barrel cancel because of the momentum of a run. Though not as much carries over as did in Melee, some still does. If you walk toward a banana and attempt to rocket barrel cancel, you will fail every time, just as you would if you tried to just stand next to it. You have to dash/run to rocket barrel cancel, proving that some momentum does indeed transfer.
