I wouldn't say any of the ones you listed except Ryu and maybe Lucas are better than ROB, and I wouldn't call Lucario top-tier either. I also don't see how Pika is a worse MU than Sheik. But I mainly agree that ROB is a little overrated.

I think there's some merit to Infinite laser, just because you can potentially zone better with it as it doesn't run out. It makes it a bit more spammable when you don't have access to the gyro, which I like. I don't mind it as much as others do. Side-B I use both customs interchangeably...
