GameWorks is free venue on Tuesdays, PSG charges $6 venue for a night.

Do the Melee players usually meet at the venues for get-togethers/practice? Or do they mostly meet up at someone's place?

Usually the venues and the weekly tournament on Thursdays. Occasionally there's a smashfest at a house but those are pretty much announced on the spot.
