You're suppose to Dive into the Seafloor Cavern at Route 128 to try to intervene from them resurrecting Groudon from its slumber. Then sh*t happens and you will need to return to Sootopolis to go into the Cave of Origin to defeat/capture said Pokemon, restoring balance and peace.

Then you can go fight the gym.

Should take about...15 minutes.

I gave up on trying to catch Groudon, I must've thrown 100 balls at him over my many tries. Even when he's asleep with just a sliver of HP left, he breaks out instantly.

So I 3-shotted him with Pelipper (who is fat)
I wish I had known how ugly Pelipper was, I would have stuck with Wingull D:
