So the Timer item (which makes either you or the opponent super slow) has some interesting effects when used in PM. It looks like it's not technically a bug, but rather an exploitation of the changes to the physics.
The changes include insane amounts of distance covered from dashing and air dodging, spazzing out the slow opponent grabs a ledge or gets grabbed, moves able to be cancelled before the animation has barely begun and animations themselves coming out differently.
Either way, it's hilarious to mess around with and personally would like to see it kept in just for the hell of it. I've included a compilation of some of the crazy stuff that can happen below.
