Brock is the first Gym Leader faced in the Kanto region of the 1st generation games. He is also the first real challenge most Pokémon fans faced in the beginning of their adventures. He had an important role in the anime, starring in the first four generations, but was then replaced by Cilan, another Gym Leader. In Super Smash Bros., He has three Pokémon:

Geodude, the Rock Pokémon

Onix, the Rock Snake Pokémon

and Kabutops, the Shellfish Pokémon.

Moveset:
Brock's Pokémon are just like rocks: hard, slow and drop like stones. Out of all his Pokémon, Kabutops is the fastest and the lightest, but the easiest to launch. Onix is the slowest but hardest to launch, and Geodude is the most physically powerful, but otherwise well-rounded. Their normal attacks differ; Onix uses Tail Whip, Iron Tail, etc., Geodude uses punches, and Kabutops uses her blades and broad forehead.

Geodude:
B: Rollout- Similar to Jigglypuff's Rollout, except Geodude's is slower, more powerful, and easier to control. Deals 7% damage on combat, but cannot be used in the air.
Side B: Earthquake- Smacks the ground with hard fists, shaking the area near him(within 2 character spaces).Enemies who are hit are drawn in. Lasts for 5 seconds, dealing 4% per second.
Up B: Tackle- Hurling himself into the air, he deals 12% damage on enemy contact.

Onix:
B: Rock Throw- Slingshots a rock from his body, dealing a small amount of damage and going in a small arc.
Side B: Rock Slide: Onix roars, and rocks fall form the sky in front of him. Each one is Pikmin-sized, and deals 3% damage, though there are seven of them.
Up B: Bind- Expanding form his spring-like stance, he flies into the air. If an opponent is nearby, he grabs them, resulting in his normal pummel-throw system.

Kabutops:
B: Giga Drain- Swings her scythe downwards, if contact with an opponent is made, she deals 10% damage, and heals 5% of her own.
Side B: Slash- Kabutops shortly charges, then releases with a dual chopping slice that can OHKO a slightly battle-damaged Olimar. It has start-up and finishing lag, however, allowing for even slow heavyweights like Bowser to escape.
Up B: Surf- Kabutops is engulfed in a wave, which deals no damage, but protects her from up to 25% damage, while propelling her through the air.

Final Smash: Magnitude Ten:
All three Pokémon are released, and they shake the ground, which shakes the entire screen and the entire stage. Anyone who is grounded is given 9% damage per second, and the Final Smash lasts for 10 seconds. Oh, and the Pokémon, can move freely during said move.

Makes more sense as Rhyhorn, from my experiences, can only do what Onix can in this moveset, plus tackling, but Geodude had Tackle, so... nah. :p
Rhyhorn can attack with his horn (duh) and in HearthGould/SoulSilver, you can trade a Bonsly with Brock to receive a Rhyhorn with Thunder Fang. So Rhyhorn could also bite and use electricity in at least one move, something Onix can't do.

I think it would be better if you got to play as JUST Brock. No Pokemon. Just Brock.
Think about it. He could use his FRYING PAN AS A DRYING PAN, THROW A RICEBALL, AND OBSESS OVER FEMALES.
Basically confirmed OP.
