Tether recovery on Lylat

i've noticed that most characters with a tether recovery when someone is hogging the ledge, instead of being forced back onto the stage when pulling themselves up, they just bonk their head on the underside of the stage and fall. Ivysaur seems fine, but samus, zss, link, etc all bonk their heads. is this a known issue?
