Why is Distant Planet Legal in Singles and not one of the Sky Stages

I had both the skys legal last RMA since the ceiling change. I have since re-assessed them as still stupid.

Why is KJ64 not legal in doubles?

Not sure if troll, but in case not, because it's ****ing dumb and has water. The only reason it's legal in Melee is because Melee has nothing to choose from (thanks Sakurai).

KJ64 doesn't have water. Maybe you're mistaking it for Jungle Japes (the one that was introduced in melee)?
Either way, I don't think I've seen this stage used in doubles before, but I could be wrong.

Jungle Japes is the one w/ the water and klap trap. Donkey Kong jungle 64 is the one w/ the barrel @ the bottom, but w/out the barrel.
