Since it takes 8 frames to drop shield and power shields drop instantly, does that mean that shiek's fair, 12 frames of landing lag can be punished with 4 frame moves, 12 if power shielded, so long as their in range?

Also do we have the lag for moves while they're airborne, so you know how long you have to hit them before they could do another move or air dodge?

In theory, but Sheik's f-air autocancels out of shorthop, so it's not the best example.

When you're talking about aerial moves, do you mean their active frames? Because yes, there is data for that and it's easy to find for every character.

More like how long it takes for the character to recover to the neutral state (in air) after doing a move. Like how the luigi can do 2 fairs before landing. At one point does the first fair end allowing him to something else?

Just go to a character and look under FAF for the move. FAF is "first actionable frame"; it's the first frame where you can act after using that move.
