There's only room in aesthetics for each character(Wario ignored) to have 10 colors.
And yes, it was the reason. adding the Wario color back in pushes Mario to 11 colors, above the limit.

The reason Wario doesn't count is how he was originally coded into Brawl. He has double the amount of costumes as a normal player. Each character in Brawl had a set of costume names ending with a three digit code. Mario's I believe was 000-009. In Brawl, they didn't necessarily use all 10 for any of the characters, but the next character would start at 010.

The reason Wario has MORE than the standard 10 costume limit that everyone else is currently faced with is that he had TWO sets of these ranges when he was in Brawl, one for the Wario Land costume with recolors, one for the Wario Ware costume with recolors. So that theoretically bumps him up to 20 total possible costumes.

Now, the person who made cBliss (which is how we have the ability to do up to 10 costumes as it is) has been asking if people are interested in upping it to 16 per character, leading people to believe he's thinking of using Hex in the costume numbering. So Mario would have 001-009 + 00A-00F, with the next character still starting at 010. However, that isn't completed yet. But I'd bet money Project M would adopt the upgraded cBliss if/when it is.

Incorrect, the PMBR does not use CBliss or any form of edited CBliss. They have already said that they had been working on it long before CBliss was released to the public.
