List for what characters can be pillared at what percents?

Fox can be pillared from pretty much zero percent to whenever. jiggs, not so much.

Is there a list I could memorize that shows which characters can/can no longer be pillared given their percent?

No, for a lot of reasons.

First and foremost is that pillaring (dair -> shine) is DI/SDI dependent. At higher level, people are SDI'ing behind Falco's dairs so the shine will miss. This can happen even at lower percents.

Falco's combo game requires you to be much more fluid than the brain-dead pillar technique. You can get away with a few pillars on the mid-weights (marth, sheik, falcon) from about 25 - 60%, again all DI dependent, but you should be looking for DI and grab mixups to continue those combos instead of aerial-shine.

On fox or falco, if you want to pillar him at low percents, it requires a shine -> WD out to follow DI -> surfdash -> dashing SHDair -> reelback shine. That can go until ~40%, and then you'll have to mix it up.

Puff and Peach can be pillared from 0 - 40%ish, and on a stage like yoshis, the basic pillar can kill with a shine off the top. But with them as with midweights, look for DI mixups at the 40% range, and switch to uptilts instead of shines.

To answer your OP, no there isn't a list, because there are a lot of nuances to falco's combo game. His combos are guaranteed, but the better your opponent is at getting out of standard stuff, the harder it'll be to get them.
