Input lag- Dolphine 3.0?

So I'm having serious input lag to a point it's nearly impossible for me to wave dash properly.
The lag in-between buttons various and sometimes when you try to perform a wave dash, you'll just do one move(Jump or guard).
I have 2 computers they both use the same tv. The one computer is pretty flawless. But the other has the lag. I couldn't find issues with the settings. But I found out the one with the lag is using dolphin 3.0 and the good computer is using a previous dolphin.
I'm not sure if it's Dolphin or just setting in my computer.

So if you had a issue like this, could you walk me through how to fix.

Lag shouldn't affect your wavedash inputs, the timing is always the same regardless of the amount of lag.

I'm saying my jump doesn't have a lag, but when I try to input it either doesn't input it or does it half a second later. or vise versa.

Use the latest version of Dolphin? You're using an old and outdated version so maybe that's why..

GCPad Settings. It'll say near the top left whether you're using SDL/DInput in the drop down box. Definitely make sure you're on DInput.

Alright, yea that fixed it. I was using SDL
