No, but apparently it's an issue with that specific version of Dolphin.

I tried it on the latest master build (4.0.2) and it limits me to 4.

Remake your files. Mine isn't doing this and I'm using the exact same Dolphin and PM version.

May also want to play around with your settings.

I believe 4 is the current Project M limit to the Pikmin. Especially since his character page shows his recovery move only using 4. The fact you get more is actually quite surprising
