How to change specials in PSA (Project M3.6)

Hello, I've been trying to change Marth's Up-B so that it has a much bigger height but does literally no damage, I've also tried to change his counter so that it does similiar damange to Ike/Roy but the cooldown is longer.
Any and all answers are appreaciated, even if they are only partial!
