How long delay to make a character for SSB4?

Since SSB4, they make a character per month, i just wondering?

HOW LONG THEY DELAY TO MAKE A CHARACTER FOR SSB4?

Knowing that Toon Link was confirmed two weeks after of Peach.
Making a character to Smash Bros, in my theory, took 2 weeks to 1 month to be concluded.
What's your opinion?
