Smash Wii U How does the C-Stick work in Smash for Wii U?

Does the C-Stick behave the same way in Smash for Wii U that it does on the New 3DS models?

This page, while talking about the C Stick on the New 3DS says:

It's also worth noting that you can charge the Smash Attack by holding down the C-Stick.

Is that how the Wii U version behaves to?

It behaves just like in past games. The only new thing about the C-Stick in Smash 4 is that you can charge Smash Attacks with it.
The New 3DS' C-Stick is the same thing.

I'm surprised more people aren't talking about this. The C-stick has always been used primarily to instantly use a smash attack without charging it all--if the C-stick now also charges, doesn't it make it nearly functionally useless (save for utility with aerials)?
