So here's how it works, in a perfect world, Smash Brothers would have unlimited well balanced imaginative characters. But it doesn't and pokemon is already overrepresented. Possibly because Pokemon has insane popularity and over 700 choices for characters.
But say Smash had like 700 characters too. Surely that's enough to add one extra pokemon character per generation. Even weird switchy ones like Pokemon Trainer.
So here's the game per each Pokemon generation, assign one playable character representative, and three-five Pokeball representatives.
Now if you want to go with something like Pokemon Trainer which switches between pokemon, that's cool too. Just pick a gym leader, or elite 4 member, or elite four leader or villain, or random bug catcher, that you think encapsulates that generation. Or has really cool pokemon all from that generation (no crossing generation. Limit 2-3, no full teams of six.)
Oh, fun play mechanic, like the Franklin Badge, players can find the item: Mega Stone. You wear it and it doesn't affect how you fight. If they have one when they throw a poke ball that has a mega evolution…. I think you can figure out what happens.
Generation 1: Has Pokemon Trainer and Mewtwo. And Pikachu. And Jigglypuff.
Playable: For the anime fans: Team Rocket: Add Jesse and James in the Background, Playable Arbok, Meowth, and Koffing (More like Ice Climber than pokemon trainer Really Meowth running around with Arbok/and a floating tiny Koffing above it following it as the Nana to it's Popo, their moves combo off of Meowth who has ****ty versions if they die. Koffing always floats by the Arbok, and sending one flying sends both with it. Their getting sent animation involves Arbok wrapping around Koffing. Potentially make the Arbok to an Ekans to make them smaller and more helpless)
For the Pokeball: Dragonite, Kanghaskhan, Alakazam, Aerodactyl, Gengar
Generation 2: Has Nobody. Birth of Dark and Steel types.
Playable: Scizor
Pokeball: Tyranitar, Smeargle, Hitmontop, Azuril, Houndoom
Generation 3: Has no one.
Playable: Salamence
Pokeball: Milotic, Regigigas, Castform, Kecleon, Slaking
Generation 4: Has Lucario
Playable: Rotom (I see the best play style from his transforming self)
Pokenball: Rampardos, Spiritomb, Garchomp, Porygon Z, Regigias
And Mega Bidoof, of course
Generation 5: Has No One
Playable: Keldeo. But in the spirit of justice and teamwork, his B Down summons Terrakion to do a move, his B up summons Virizion to do a move, his Side B summons Coballion to do a move, and his neutral B is his own move. Think Yugi in Jump Stars.
Pokeballs: Meloetta, Genesect, Victini (I feel this generation represented event pokemon), Hydreigon, and Kyurem (randomly bonded to either Zekrom or Reshiram).
Generation 6: Has no one. Birth of the Fairy Type
Playable: Aegislash. I know. Another sword user.
Pokeballs: Floette, Vivillon, Trevenant, Tyrantrum, Helioptile
