Can My Low-End Laptop Run Dolphin?

I would like to use Dolphin to play my 20XXTE replays and convert them to video. Unfortunately, I have a low end laptop, the HP Stream 11.6. Its specs can be found here. Would my laptop be able to run Dolphin solely for the purpose of converting the 20XXTE replays? I don't care about netplay or playing live games on Dolphin, just about turning the replays into video. I also don't mind if it takes a long time to do it.

PS: My hopes were raised by this Reddit thread.
