Bayonetta witch time is glitched?

One of the pregame tooltips for Bayonetta said that witch time lasts for 1 second at low percents, and 2 seconds at high percents. It seems like witch time is going for the same duration at low percents vs high, does this mean that the move is bugged or the tooltip is inaccurate?

I havent messed around with WT as much yet but from what I can tell it feels like the clock begins ticking after the first hit rather than activation of.

This isnt true at all. WT has a visibly shorter duration at lower percents than at higher percents. Just watch the hands of the clock when you trigger it and youll notice just how long it lasts each time.
