I noticed this when I was trying to replace it Costume Manager. The wario-colored Mario can't be selected in-game (3.5), though the texture itself is viewable in CM. You also cannot view/edit the CSP in CM or Brawlbox. I haven't noticed a missing slot for any other characters yet, I'm assuming it's just this one on Mario.

You're right. It's not a bug. The costume was just disabled so that doc could get his 5 costume slots.
