If he had no limit of items he could just spawn a star and become invincible, then spawn a home run bat, then spawn enough deku nuts to cover the stage and while the pro is stunned hit him with the bat. Rinse and repeat.

Mediocre player would easily win.

1 starman+ smart bombs/homerun bat/dragoon pieces+ pokeballs and assist trophies = win

Pokeballs and Assist Trophy spam. Once at high damage, spawn a Pitfall and a Home-Run Bat. Win.

Far/Distanced

The noob mediocre player's best position. He can spawn Pokeballs and throw them. If the pro is amazing at catching, say, just throw them down onto the ground. While the pro is somewhat busy trying to avoid the pokeymans, the mediocre player can spam Smart Bombs.

Near/Point Blank

Fortunately, there is little hitstun in Brawl, so the noob can run to a Far or Distanced position and start over.

Off the Edge
When the Pro is off the edge, the mediocre player can either 1. Ray Gun gimp 2. Pitfall spike or 3. line the whole stage with motion sensor mines. When the mediocre player is off the edge, he's screwed.

In other words, if the pro is extremely speedy and able to gimp the "noob" easily, he has a chance. Otherwise it is undoubtedly in the mediocre player's advantage.

It also depends on what the mediocre player has to do to spawn the items. Is it like training mode? Does he pause the game and manually select it each time? In that case the mediocre player would win almost everytime. Star + Bombs get the pro in the air. Mediocre player pauses the game and spawns a hammer. Game over.

The outcome depends on a few things, first, is MK's infinite dimensional cape banned, and secondly, does he use Olimar on Yoshi's Island and Shy Guy Cancel?

As dictated by the OP, the mediocre player spawns an item in front of him. Assuming he does so without having to go through any complicated process he would win.

Say the mediocre player has to pause the game to spawn the item or he can spawn it with the push of the button, say... L. This would happen:

1-Game starts.
2-Mediocre player turns around away from the pro.
3- Starts a dash
4- Spawns a star
5- Grabs star.

The pro has no chance of getting to the star because it is too far away and the mediocre player is already on his way to it. Were are talking about a crappy ssb player, not a ******. He will and should know the best place to spawn items is away from his opponent.

Once the star is aquired, spawn and spam pokeballs, assist trophies, smart bombs, hammers, pitfalls, etc. reload the star as necessary. All the pokemon and assist trophies will be enough to stop the pro from even thinking about stealing a star. Plus even if he does, the mediocre player will be able to simply respawn another one. If for some reason the pro is landing hits, the mediocre player can spawn a heart. insta heal.

the pro would have to pick some super fast character to even have a chance at stealing i the first place, and even then his items will wear away while the mediocre player can respawn at will.

I have a replay that shows the true power of items. I fought a level 9 wolf with falco. It was already going to be a slaughtering, but I forgot to turn items off, and I killed him three times in a minute and only took 30%, just because Items spawned perfectly. Items can make or break a person's game.
