The new characters they added, Rei and Zen, are also awful since they have the worst moveset, being unable to get any benefits from sub personas or skill cards, which you can use on characters to grant them moves they wouldn't normally learn.

No, just the beginning of the game. Both protagonists are essentially required though, since you need them both to upgrade personas. This is exacerbated by P3 MC being weak to dark, which is really good.
