I have a theory that Dr. Mario 64 (the one with the story mode featuring the cast of Wario Land 3) can't be re-released for future consoles in Japan because Nintendo lost the source code for the Japanese version.
They have the graphics (re-used for the GBA and GameCube releases), but the actual game is MIA on the country because they lost it's ROM.
Not promising, but if the third season of Battle of AGES is guest characters-only, i'm going to submit:
If it's for non-video game characters: Lowly Worm from the books of Richard Scarry. REASON: There was a SEGA Pico game based on the television series The Busy World of Richard Scarry.
If it's for video game characters: A duo fighter formed by Reiji and Xiaomu from the Cross series. REASON: SEGA characters appeared on Project X Zone 1 and 2.

SEGA: Knuckles in Sonic CD will be DLC, but sold by separated and it would be a timed-exclusive.
I finally found the form to include Sonic onto Project × Zone without being affected by the "human-like only" rule.
If Fleetway's Sonic the Comic got animated adaptation in the 90s, the voice cast will be formed by british VAs. Plus Long John Baldry cuz the AoStH design in the later issues.

8BitDo had made controllers based on 4th Generation home consoles. The remaining one is the Neo Geo AES.
But since it would be a hulk of a stick, then i can suggest to go with the Neo Geo CD controller.
If not, then a bluetooth Master System one.
I think for the Super Robot Wars USA/EU game, it has to be exclusive to the Xbox systems (One, Series, the Game Pass) to be more "westerner".
