Why not just shield it? It doesn't do much damage to your shield, so unless the whole thing connects you should be fine. Even if he spams the whorenado I'm sure even he'll get tired of using it if you shield it every time, if not then it is the time to use up-B, grab him out of it, or anything...

So, why doesn't anyone try mindgames to get the opponent off the ledge? Say your opponent (MK) is on ledgestalling, just pretend to be a total noob and run over into the range of his Up-B, airdodge/roll/spotdodge and punish/grab the ledge before he does.... Maybe you could even simply jump over...
