It is possible to f-air -> ASC -> b-air, but it may not hit the person who you f-aired. I haven't tested this yet but I'll confirm with you later. It might work on low percents though.

If I were you, I wouldn't give your buddy much space and limit his options. Squirtles constantly move, and you want to try to block him from moving around much. Also, I wouldn't shield much against a squirtle since they can deal shield pressure, you also want to move and space his attacks...
