Cloud seems to be very easy to gimp by characters like jiggly puff. Also Blade Beam is ok to push you forward in midair so that's cool.

In all honesty, I don't think many people will use cloud. I do however, think that the people who will use him will be amazing with him. I think he is viable, but even if he isn't good I'll still use him all the same. Edit: I don't think many people will use him competitively.
