It was in 2 games, it was altered in Melee to reduce half lag, and its on the old SSB64 website. Really, the quickened animation had to be put in.

You cancel out lag that was meant to be there by a press of a single button. How is that not a glitch?
Simply put. How the hell is L-cancel a glitch?
