His tiptoeing animation moves at a faster rate than his walking speed. Is this intentional?

Generally the more you tilt the control stick the faster you walk. Wario tiptoes, then he walks. If this is by design then it is quite a confusing choice, but I assumed it was a bug.

I am also confused as to WHY his WalkSlow is faster than his WalkMiddle or WalkFast animation
