Go to Smashville. Look for Tom Nook. If he's not there, reload the stage until he is.
pause the game and zoom in on Tom Nook as far as you can. You will reach a point when it won't zoom through him, but just stops on him. Keep on holding down the button.
If done right, the screen will begin twitching as you continue trying to zoom, becoming more and more spastic. eventually, the screen will just break, and turn completely blue. Unpausing will fix this, and you can re-pause and repeat as often as you like. Not sure if it's a bug or if it was planned, but as far as I know only Tom Nook does this, making him the slenderman of Animal Crossing and Project M.
If this is a bug, I vote for keeping it in.
