Special Tethers malfunctioning on Yoshi's Story Melee (3.6b Hackless Launcher)

[Lust for Glory]

Special Tethers (Zero Suit Samus / Ivysaur) are not grabbing ledge whenever Randall the Cloud is in the way of up b or *VERY* near the tether. The animations go on as if there were no ledge to tether from in the first place. This isnt because I've consumed both their tether reel ins (2). Because of that were the case, the animation would not go uninterrupted.

I have used easy places in which these 2 characters should have no problem recovering with their up b. This is also quite easy to test for oneself, and is much easier to test on the right side of Yoshi's.

I know for a fact the cause is Randall, yet I do not know what properties Randall has to cause this. If this can be patched, great! If not, I'm gonna start hating that cloud sooner or later lol.
